Default setting up a WIFI HOT SPOT

Hey guys
I'm trying to set up a "HOT SPOT" from my android phone, so I can run some scores.
Please talk in simple terms as I don't know all that stuff, I did have it connected BUT it was only sending packets not receiving (if that makes sence). I set it up with WEP and set both with same password. My computer has XP on it if that makes a difference

Any help!!
Thank you!!

well first comes to first is your phone either unlocked or do you have the hot spot service?
if the answer is no for both you are kinda screwed...

I have a droid X2, and it has an icon to turn the hot spot on and off. I still have unlimited everything but otherwise there is an extra charge whenever you engage it. Take it to your carriers store and have them show ya, that's what I do when I get lost
