Check gpu-z to see if you're operating at x4 x8 or x16 on that pcie slot.

He might not be running in slot 1, or a multitude of other things. Sometimes its user fault and other times it might take a different BIOS.

Was running in slot at 16x

Just a bad Vista install I guess reimaging did not help

Installed XP and score 97K at stock.. and 109 after vid card OC.

Still not good... but was with no tweaks either.
