Received a response from RGone over at DFI Forums.

I spoke with DFI R&D in Taiwan and they went back to the very early 11/05/2009 bios and the D0 will boot with 'even' that early bios. Earlier than the original shipping bios. They suggested that you might be better served by RMA'ing the board where you bought it since it could be the board or it could even be a DOA cpu.
