It should I was running sub 30 seconds boot times in XP back in the mid '00s. Little OCing little tweaking no raid... just A64, 2-2-2-5 ram and a VIA K8T800 chipset (man what a lickity split setup that was... 35ns mem latency at ~250MHz  )
