As for replacing the breaker, if you are still using fuses, than I agree do not modify anything. If the electrical lines in your house are the old school cloth covered lines seperated by ceramic standoffs, (as half of my house is) than definitly do not change anything.
Anything more modern should handle a 20amp load with no problem though (just check the wiring coming out of the box for specifications).
A 1500W PSU at 80% efficency will draw 1800W from the wall at full load. Loading it full of course is kind of dificult to do. But it could be done.

As far as loading that PSU all the way. Well I see that a while away hardware wise. Someone just posted 5ghz+ i7 | 4x4890 and claims he was seeing 1125w. I don't know if that was corrected or not though.
