You either forgot, or are too young to know, the real MS fuck the public to gain market share move in releasing Win3.0 to hit the market before IBMs far superior OS2 was released. 0S2 was already a REAL 32bit operating system while Win3.0 was a crummy 16bit GUI attached to DOS 7 that didn't run worth a shit. MS released WIN3.1 within months. 0S2 unfortunetaly was dead on arrival thanks to MS marketing and beating it to the market with a crap OS. Windows didn't become 32 bit until many many years after OS2 was dead and buried.
It's been the same story ever since, just like Rich outlined it.

I am not saying that ALL they do is slap a gui on it and annouce it is new, they make some simple changes too but the UI is the big one.
