Actually it was the cpu pll to be set at 1.4 but lowest it could go was 1.82. I think that 975 is like 2chesapeakes that needed all the qpi voltage.

Yup my 975 required alot of QPI/Dram voltage to bump the uncore speed to 4000Mhz + and that would only work at -95c. Did you try putting everything into auto and use the OC by memory in the bios? Set it to 2000Mhz and see if it will boot. Use the Asus Turbo V utility to see what voltages are being set and use that as a baseline. If your CPU is anything like mine the uncore speed is your limiting factor and not the memory modules.
