My OS install with all updates, drivers, and small apps is 14GB. A 64GB M4 is ~59GB formated, leaving ~45GB. You dont want to go under half capacity, the performance generally drops after that. Also, if you format the drive to a smaller capacity to begin with, it adds space for garbage collection, and is area of the drive that doesnt get written to on a daily basis, making the drive last longer. So for a 64GB drive, if you formatted it to be 53GB instead of 59GB, you are giving it about another 10% of space. So with 39GB left after OS/updates/drivers, you still have a bit of room for a few things here or there. (the overprovisioning is really only good for Intel/Micron/Samsung drives, not recomended for Sandforce)

I have a 64GB M4 for OS, 160GB VelociRaptor for apps, 450GB VelociRaptor for games, 4x2TB Samsung F4s for movies/shows, and a 1TB black external drive for transfers.

All the SSD I have tested include extra NAND chips for overprovisioning and/or redundancy. Dont think short stroking is necessary, in fact I would advise against it as you would then be concentrating writes on a smaller portion of the drive. So will hit dead cells faster than using the full drive. 10% does not seem like much

also windows updates in win7 unless they fixed it recenetly exponentially increases OS size on drive.

After a couple of months of use windows 7 with updates will hit about 40GB. that is 30GB of winsxs folder.

Slipstream all updates before installing to help keep this to a minimum

I have all Win7 updates on mine, and with install and some movie apps installed, only have 14GB used. I am using Home Premium though, Ultimate is a tad bigger. As long as you dont install all the language packages, the OS shouldnt be bigger then 16GB even for Ultimate.

All SSDs come overprovisioned, but doing more so helps the GC more.

Doesnt work for Sandforce drives though.
Must have been a preSP1 glitch then, just checked my current desktop (only 1 month of use) and winsxs folder is only 5GB.
