The fix for this was cleaning off the vasoline from the socket area. Shammy related specifcally the small chip near the socket at the top of the board handles the smbus and to makes sure that it is clean. I cleaned the board and it began functioning normally again.
I'd suggest cleaning up the board and re-testing.

Okies will be on the cleaning pronto, though its the Vdimm which if above 1.5V then even at loose timings Ram fails to pass memtest
